The project involved the institutional strengthening of the Customs Department of Samoa. The project comprised the provision of technical advice, training and complementary capital works, and providing new office and support facilities to improve the operational efficiency of the Customs Department.

Alexander and Lloyd provided full architectural services including design, contract documentation and assistance with contract administration.

The building structure had to be low maintenance but robust enough to withstand cyclone wind loading and earthquake effects. Architectural detailing featured large open office areas for future flexibility and planning, side walls with extensive louvre openings to maximise both natural light and ventilation, large internal volumes and large eaves overhangs.
