This Design and Build project commenced in 1997 and was completed in 1998. Alexander and Lloyd, through their subsidiary Professional Group Australia, provided full construction documentation and co-ordination of other technical disciplines to the building contractor.

The project is one of the components of the Gazelle Restoration Program, which involved the rebuilding of Rabaul after the devastation of the Rabaul volcanic eruption in 1994.

The work involved the establishment of new police barracks for the East New Britain Province comprising 84 houses, single quarters for 74 police officers, kitchen / mess, gymnasium, vehicle maintenance workshop, administration buildinng, sports fields, roads and associated infrastructure.
